Suffolk County Council is the administrative authority for the county of Suffolk, England. The Council currently uses Oracle E-Business Suite to manage financial and purchasing transactions, with the MHR iTrent system used to manage HR data and payroll transactions. Oracle E-Business Suite was implemented in 2008 and iTrent was implemented in 2014. They were looking for single source of solution for their HR and Payroll functions.
The Council is headquartered in the UK and has over 6000 employees.

Since they were accessing multiple systems to support different steps of the HR service, it required a high level of support from the Council’s HR and IT teams.
The procure-to-pay process involved considerable manual input, and was not applied consistently across the Council. Furthermore, compliance with the Council’s ‘no purchase order, no payment' policy was inconsistent. The current system and processes were unable to support e-invoicing or optical character recognition (OCR), essential to streamline existing processes.
Current reporting tools were slow and inflexible, and it was not possible to extract data from existing systems in a way that supported timely decision-making.
Using a number of different systems results in multiple data sources. This made data management and analysis time-consuming. It limited the inter-system data sharing and self-service reporting capabilities.
Planning and budgeting were not fully supported by the existing tools. As a result, services were unable to perform accurately while planning and modelling to aid decision-making. In addition, existing tools did not allow external data sets to be incorporated in modelling.
With the aggregation of the systems, the Council now had a 'single source of truth', allowing accurate reporting, and efficient data management.
The real-time analytics feature assisted with making informed decision-making.
A lot of features in the new system allowed self-service functionality for employees and managers.
With the latest technology used in the system, there was a drastic improvement in the user experience.
System was designed to follow the best practice of HR processes that support automation and can enforce compliance.
We looked at the random market for an implementation partner, and we took soundings from organizations like the society for IT managers in the UK, and Evosys came somewhat highly recommended in terms of an implementation partner.
